As people are forced off the land and the old handcraft industry is replaced with new factories people move to the cities to seek food and employment. Major cities such as London quickly become overcrowded and the crime rates increase.
On top of this the overall population increased greatly during this time. It rose from 10 million in 1750 to 42 million in 1900. Towns and cities now had to cater for many more people and they simply were not designed to house, employ and educate so many.
